It's not considered safe in Britain and would fail an MOT (Ministry of Transport) test, which would make the car illegal to drive until it was repaired and did pass the test.

@SW-User It should fail - sharp edges that can injure someone aren't allowed as far as I'm aware. I'm not an MOT tester but I'm pretty sure, yes.

@SW-User No, but they do have to maintain their cars to the required standard.
You are right, of course, that anything that costs money hits poorer people harder but Britain prioritises safety ahead of that.
Imagine that particular car parked next to a pavement (sidewalk to you 😉) - a child could rub against those sharp rusty edges and cause a nasty injury.

I doubt it’s currently dangerous. Once upon a time you saw a lot of cars like that. Different states have different laws. Done require yearly safety inspection, some don’t.
You might not drive a car like that if you had options, but you would probably be surprised what you might drive if it was the only choice.
