Is it better to lay off a person that knows what they are doing to hire 2 new people?

No. It's choosing a loss. Find someone with experience, then lay off the other guy, and the newer guy can train the new guy.

@JimminyChristmas I have observed this at a few places. Their capacity is hours behind. The new people are hiring new people and the places are messed up

Not really. Why pay for two salaries and two sets of benefits rather than one, plus the cost of training ?
