Why don't towns and cities set limited hours for businesses to be open that actually make sense?

Costs rise and your health plummets when everything is a always open. Why isn't there a limit?
Not everyone is awake at the same time. Some work during the day, some at night. Why should the government be able to dictate what hours I have to operate my business?

My town opens businesses at 9am and closes them at 9pm at the sound of an old train whistle.
