I'm sure protesters do care about flood victims. As incredible as it may seem, it is possible to care about separate issues at the same time! In fact, people who believe in science and facts care deeply about the global climate change that exacerbates hurricanes and flooding in the US and elsewhere. These are exactly the kind of things that we can expect to see more of in the future due to the complete inaction of the current administration.

No??? Maybe that's the difference... victims of disasters have a choice and shelters are one option that's available to them. If they don't like what is offered, they can relocate themselves.
