While Nazism had its origins in Italy, the two most powerful and influential fascist states by far were both incredibly racist, and that racism kind of leaked out of Germany's ideology and into Italy's. The Italian notion that genetic race wasn't inherently important was pretty much completely political, because it's generally not a good practice to distance yourself from every possible ally.
I guess that does mean fascism isn't inherently racist, but I don't think that's particularly meaningful. Fascism isn't really one "thing," so to speak; it's an amalgamation of loosely-connected attitudes that drive countries to violence.

I haven't read that but I know that fascism isn't inherently racist. It's ultra nationalist and authoritarian though.
I guess the caveat is that there is only one step between ultra nationalism and ethno nationalism.

I think it's very prone to it. Tapping into ethnic and racial aspects is often too tempting a tool for the fascist regime to exist. Good old minorityscape goats that can't fight back are useful for them.
