@SW-User Im trying to figure out how that happens and i find several contradictions.
The letters stand out. If that's the case then perhaps the black paint has a bump to it, but then the ice should get stuck on the top of the letters because it creates a ledge for the ice to hang onto. But let's assume that the sign got hot and it melted from the inside and out and created an air gap but the outside is still intact, then how come it didnt get stuck on the very top of the sign? Did it just melt through the roof of the ice? If it has frozen like a sheet on the front of the sign then perhaps this could work but i dont know how the ice stuck to the sign like that in the first place.
Also the letters look the way it'd look if you did it digitally with noise filters, I've done that a lot.
There's a possibility it's real but I think it's fake.
