What does this mean? I understand there's something about angels but I don't know the complete meaning.

@Citrusflavour This is like some kinda wordplay. 天使 by itself is angel. However使う as a verb means to use. So like BannibalOne says, "Heaven, when you use it". However that makes no sense. Additionally, it's called "Uto channel", indicating that the uto is meant to be thought of as separate from 天使. My guess is a sort of word play involving the word for angel.
@DDonde I believe people call her as tenshi which I believe to be Angel. I still have confusion with what the channel means tho.

@Citrusflavour Other thing I found is that "Amatsuka" is a last name (with different characters for the tsuka part), as well as Amatsukami 天津神, and Amatsukaze. The use of "tsuka" as representing the verb "tsukau" (使う, to use) with different characters 使 is the word play, since 使 is also part of Tenshi (天使).

I guess that part where I'm stuck is on the meaning of "uto" by itself here. I'm not sure.
Either way I would read the whole thing as 天使うと = Amatsukauto. Just think of it as the character's name.
@DDonde Interesting! Other English users call her Tenshi but In reality I find it curious what her full name is.
