I Have Something I Just Have To Share

So I was reading my econ textbook, and it was talking about Repugnant market, and apparently, in the U.S, it's legal for a pregnant mother to give birth to a baby for another couple for pay. If they mean surrogates I'm all for it, and if a surrogate is the case why is U.S. one of the few countries that allow it?

It's legal if it's deemed 'reasonable compensation'. This is true for adoptions and surrogacy.
