For what you're asking for, no, there are no stand-alone versions of the game that are worth getting. Your best option is going to be investing in a console and getting the game to go with that console.
For what it's worth, I wouldnt recommend getting DDR. I got started with DDR on the PlayStation 2 back in 07 and had a blast with it. For today, it's old technology and there are better options out there.
What I'd recommend if you'd like for your family to get into dancing with a game system is to get a PS3 (used), an Eye Camera, a couple of Move Controllers and one of the "Just Dance" games. While DDR only cares about where your feet go, the Just Dance game series uses the camera to watch your arms, body and feet to make sure you're dancing correctly, not just "tap dancing." All together this would cost you maybe $200 to get up and going.
I know it's not what you're asking for but the option of what you'd like to have doesn't exist at the price or quality that you'd like. Personally, I'd love to have a DDR Extreme arcade cabinet in our house but they start at about $8,000 and go up from there.

@Girlyfriendcollecting That's one reason why I do recommend the Just Dance option. While it does require a few more bits to be able to make it work, they're small and easily stored. I cant count how many soft DDR mats were damaged because they were tossed behind the couch or had something hard/sharp set on top of them. With the PS Move system, that's not an issue.
@Reboot thank you for the advice
