I would...having seen it in the theater as a kid (and gotten a VHS copy for Christmas 1992), would say the violence is mild at best, plus Beethoven only attacked the evil Dr. Varnick b/c he was provoked.
However, I would have reservations about letting a kid that age watch Beethoven's 2nd, due to its portrayal of a near-sexual assault (which, as Roger Ebert pointed out in his review, was highly inappropriate for a family movie) and a subsequent incident that could have hurt/killed those involved.
