Why were the ratings for the Academy Awards Broadcast at an all-time low?

Could it be connected to the current politics of Hollywood?
Of course the Golden Age is past. Anyone recognize these Kings of Hollywood?

isn't that Clark Gable on the left? And Van Heflin next to him? Can;t tell the next one with his face wrinkled up like that and the one on the right I have no idea.
