The delay only limits you to start new conversations. You can reply to ongoing ones as quickly as you wish, so this shouldn't be a major limitation. Furthermore the delay decreases when your reputation rises.

I've noticed that as well and it's annoying as hell. I hope they fix that sooner rather than later.
