What you're stating is a stable atmosphere with stratiform clouds. Precipitation will be continuous, and the sunlight, especially in winter, is not shining in an oblique angle to the Earth. It is not intense or strong enough to disperse the clouds, to separate the dewpoint temperature from the ambient air temperature.
