To answer your question though, they depend because too many countries do not believe in basic human rights, for political or religious dogma.

Not everyone agrees on what is & isn't a "right", across the globe every nation & culture holds differing views on rights, many of these views being incompatible with other nations & cultures.

What you're asking for is not possible, at least not at this time.
