Take her back, investigate her activities, possibly prosecute her. Put the child into the system. I generally don't support doing that to children, but in this case it really is for the better.

If she has no remorse it may be because she did what she she thought was right at the time.

Easy to say 'reject' on the grounds that she went away and enabled others to do attrocities just by being there.
But no 'normal' person would do that.
So she must have had her reasons.
