To be fair, I don't know that he could do much if he did put on waders and help out there. He's not exactly on anything resembling good shape.

Maybe. Practical help for the few - not the many.

I'd be more impressed if it weren't so obvious that it was a photo op for him to brag about later rather than any particular concern for the people.
