You've picked great choices for what you're looking for. The Philippines has let really everything you'd like! From deep sea diving to mountain peak excursions and absolutely everything in between. The only large expense is getting there (depending on where you are). I'm in USA and depending on season it's anywhere from $999 to $2000+ US dollars for airfare. Condos run about the same per night as 3 star hotel. We always get condo. Contact Philippines dept of tourism for every possible type of vacation packages - or at least information on other contacts.
