They will. When the time is right. You can't chase love. If you have to chase it or force it, it's not worth it, and it's not love. It must find you. Willingly, naturally, freely. It will come, and when it does, embrace it instead of fear it. Don't pre-judge it. Even if you're scared. David in the Bible said, "That which I feared most, came upon me."

Perhaps because most humans have no idea of what love is and are incapable of expressing it or have no desire to or perhaps you have some deep seeded issues that make you difficult to get to know let alone love or perhaps the issue is a combination of all the above.
