what is a good 2d animation software?

Back in say 2001 I was playing with Macromedia Flash, version 4 I believe it was. I thought it was amazing.

I know Flash is now under Adobe, but is it still the best 2d animator? Which Flash should I actually get? Or which 2d software?

Also maybe I'll get a new laptop for it.
So what should I look for in a laptop to install it in? Good type of memory for creating Flash animation?

Honestly, it depends on what kind of animation you want to make. I use the animation-timeline feature in Photoshop CS6 because I love the various brushes and it's easier to make the animations pretty that way, but if you want to make simple toon-like animations, Toon Boom Harmony/Toon Boom Storyboard Pro should be good.
