All grass can go to seed but mowing or grazing prevents this. Grasses have developed an alternate way to reproduce by sending out rhizomes or runners, essentially branches the go out and re-root. These rhizomes create the thatch that people rake out of their lawns

Not sure... Most do but others spread from runners so not sure if they still have seeds
