Why do most men just look at women but never say anything?

I'm sure most people have experienced someone just looking at them but not saying anything to you. Sometimes it's a stranger who you meet briefly and sometimes it's a person you see often.

@SweetFantasy I know! I feel like, him speaking, will give "permission" to stare longer. Without me giving him the " whatchu looking at" face lol.

Edit: meaning of he speaks, he can stare longer before I get upset. Otherwise it's creepy

@iamnikki silent staring is creepy, approaching someone you like is not creepy! If you're going to silently stare I'm imagining that you're imagining some bad things so guard goes WAY up lol
