What kind of guy is this?

I was once chatting with a man who really wanted to see Donald Trump impeached. I didn’t ask his name, but he told me: Adam Schiff. He offered to push to have Trump impeached and was really insisting so I told him he’d better make sure he as the goods on Trump before he proceeded but he brushed that off. I honestly think he was getting a kick outta wasting his time on hearings as if it turned him on. What is the psychology behind that behavior?
