Not that being leary would stop them. Yet possibly slow them down a bit.
Thing is China would love to make a deal, only to break it themselves. And expecting us to slow down.
I really don't see how any such agreement could be enforceable by anyone. You can have a data center alone anywhere. Even out in the sea or even space.
