Maybe the real reason for Trumps actions are to take Mexico out all together by raising the import tax 20% in doing so it would destroy Mexico because they are the US 3rd biggest import. And the US would need to start making the products that were made in Mexico. Thus creating more jobs in America. He wouldn't need Congress approval to raise tariffs on Mexico.
