Israel has a long history of spying on the US. There are many reasons why allies spy on each other. Often it is for economic reasons. One reason the Israelis spy on friendly nations is because antisemitism doesn't have borders. Many top officials in allied nations are antisemitic.

Of course. As I stated above antisemitism is defined as prejudice, discrimination or hostility directed at Jewish people. I suppose dislike would be included. If someone is any of those things to me I will keep an eye on them.
