I don't think Biden is racist, he is just borderline senile and does whatever he is told and can't always speak it correctly.
He will say anything he needs to get a vote or appeal to a certain class of people.
His interests are in him and his family and the Democrat party, he cares nothing about you, the average american.
He has no morals.

@accidentprone So someone told him to tell black people that they are not black unless they vote for him? And he could not see how wrong that statement would be before saying it? Senility can not be blamed for what is inside a man - it removes the filter and allows the truth to get out. It has made Biden show us who he really is.
