I think as long as America wants to be a superpower it must go fight wars around the world either ones it initiates or on behalf of others.
If America never went to war except when attacked itself then the public would eventually demand the government cut back on military spending and use the money in the civilian sector.

As long as there are wars for America to fight then the politicians can justify spending more money every year on the military than the total value of assets of many countries.
