Nature . You're born kind or not . There are some little kids that are naturally kind. Some kids were mean to others. When there was no rules , so society etiquette to care about.
But even people with unkind nature can control their urges to not be rude.

Starts with being sincere and genuine. Then there will be other stuff needed as well. Empathy is a good thing to possess for one.
