I do photography as a hobby and I'm currently looking for a male model but the guys I'm finding are either too shy or complete noobs! I need a guy for photos!!! Whys this so hard! 😫

i say talk with an agency who has a registry you can research. otherwise you're going to get freaks and maybe into trouble one way or another.
especially if pay is involved.

there's a LOT of LIABILITY in what you're going to do.

some may know a few or someone who associates also with modelling and or photography of nudes..?

most cities have art support, galleries? not sure, just a little research online would clear up that question.
