My cat started to talk to me since she was only 6 months old by moving her lips without creating a sound... 😂

My cat does that when he's half awake. He also sometimes gargle-meows when he gets a little too excessive with getting attention. It's weird.

Like babies, I think, they're figuring out how everything works.

No idea...I'd have her checked to see if her vocal chords are ok.
