There's no evidence that the boats he's blowing up are loaded with drugs. Let's assume they are. The boats are in international waters and are not heading to the US, even if they were, you wait until they enter US territory, then seize them via the Coast Guard. Blowing them up and killing people without proof is murder.
Deporting people without due process is against the law and the Constitution.
