For example if you’re in Russia
Or the island of Tonga.

It is a matter of quantification.
A singular bad thing, if bad enough, can make someone a bad person.
Many of the same small bad things may not override a persons inherent goodness.
Judgement call.

Everybody does the same amount of bad things. Some people just get caught more than others.
