For example if you’re in Russia
Or the island of Tonga.

Someone’s bad person maybe another’s good or blah person.

I think it’s more of a question of what bad things they do

It is a matter of quantification.
A singular bad thing, if bad enough, can make someone a bad person.
Many of the same small bad things may not override a persons inherent goodness.
Judgement call.

It's all about perception, subjectivity and sometimes projection.

Can’t walk in someone else’s shoes. Gotta keep our own on and moving forward.

Everybody does the same amount of bad things. Some people just get caught more than others.

Depends on the bad.

Depends on the deed. Depends on the society in which the person dwells.
