If you build brand new homes for the homeless, do they still need to go through all the bollox with tax and mortgages?

It would be awesome if the homeless didn't need to go through all that.

@H1raeth not sure each state has different rules that you have to adhere to to be considered its really set up to give families a fresh start but not just a handout
