It's the indication that a question is about to be asked, so the reader (if reading out loud) can make the appropriate accent, sound, or pitch.
Sort of like in English the question mark means that we should raise our pitch at the end of the sentence that ends with a question mark.

It lets one know the sentence is a question before one starts reading it. Without it, one could read it as a statement, not realising it is a question until one gets to the end.
