I don’t think the prankster will know were the line is until after it’s crossed. By then the damage is done. The person doing the prank sees “banter” while the person on the receiving end has to deal with the fallout.

Motive I would think. You do a prank to make yourself or others laugh. You are cruel when you want someone else to suffer. So I don't see a line. More of a venn diagram.
