Yes. It can be assumed that if they have enough competence to register, read, and submit a properly filled out ballot that they're consciencious as any other citizen who is qualified to do so.

@JamesLeroy not usually but there are exceptions. Mentally challenged is a broad generalization that ranges from moderately unintelligent or somewhat dependent on a guardian, vs. Mentally diseased or emotionally unstable.

So then there are some who can and some who will not pass the legal requirements of an ownership background check.

@JamesLeroy There are minimal requirements already in place for voting as far as proof of tax residence status.

I don't know why anyone who is partially or severely
mentally challenged should not be qualified to cast a ballot. The right to participate in picking ones civic leadership is a fairly simple thing to do.

Ideally, I could see circumstances where some people shouldn't get to vote, but practically, I think the answer is yes, unless a court has ruled on a particular person, which is pretty impractical.

I've heard the arguments for poll tests, and I'd rather err on letting people vote than putting up systemic obstacles, or giving pure "originalists" more chances to revisit Jim Crow type precedents in this context.
