I had the same problem with my IPad. It's the cords. You probably have to replace it.

Some times the charger is so slow or not charging at all even tho plugged in and the phone uses more energy and this happens... i had to replace the charger and it fixed the problem.

It's more likely that the battery power is being drained faster that your charger can replenish its power. Close up all the apps. In some cases, you'll need to restart your phone.

Hope Its really The Charger. Had The Same But IT was The accu (battery) And Then IT gets expensive.

My phone was on 44% and it says 30% now. 😞 My phone is charging still.
