Get her working in the restaurant, there are always jobs there. She needs to work in one for at least a year so it looks good on her resume, then she can look at other things as more doors open.

She'll have to take a job at the place 30+ miles away and build up her experience. Itll suck for a bit, but she needs to keep her eyes on the goal of getting experience to apply successfully at the local place.
