I think it's always been done to some extent. With makeup and makeup tutorials and blogs and what have you, having become way more accessible in recent times, things like filling in your brows have become more common. I think it's pretty awesome. I love seeing the different ways people use and wear makeup. :)

I think that has been around since BC times. Women have always worn make up.

It was always a thing, they've just gotten much, much more better at it. Makeup is an art--that everyone seems to be in these days. Lol.
