Happiness is a short term emotional response. To be happy all the time is the same as being high on drugs all the time. Its not healthy.
A person can learn to be content and that state can be maintained at all times- but content people are content because they do not strive for more or better. They are content because they do not live their lives for material things and superficial things but for a higher purpose.
