Maybe he has doubts about you or just likes flirting but not serious relationships. Or maybe he does that to many women at the same time. Remember there are a lot of situations with men who were even married/ had children but kept it a secret. I wouldn't trust that kind of behavior if I were you; or I would simply ask if he wants to take it to the next level or not.
