For me the square is elevated. The circles are tucked under the corners.

I think it is interesting that so far, everyone has given the same answer.
Perhaps the reason is that there is something else going on, psychologically.
When I look at that square, I actually "see" the border between the white square and the white background. So I see a "complete square" in the "foreground." But when I put my fingers over those black circles, the border that I think I am seeing vanishes.
I remember learning that people with occipital lobe damage, who have "gaps" in their vision, actually experience their brains "filling in the gaps". I think something similar to that happens to me when I look at this picture: my brain "extended the pattern" of a border beyond where it actually is drawn.

I seen both instantly without even reading what I should see but I would say it looks more like 4 incomplete circles.

Being highly detail oriented I do quite the opposite.
I rarely look at the greater whole first. Only afterwards and perhaps only after I'm satisfied with finding all the minor details.
Actually I even go to the extra length of expanding an image before I look at the greater whole.
Truth! Yet I always find details that most do not see at all.
BTW first saw the square "within" the four circles then notice the circles are partial circles.

@SW-User When I do that, I DO see incomplete circles. It is when I move my hand away that I see a square covering the circles.
