End a formal letter with
Yours Faithfully,
Followed by Name.
Nothing else is "proper English".
"Yours sincerely" should only ever be used in a personal letter and if you know the recipient personally by first name.
Never start the letter with "Dear first name followed by surname" if you do not know them.
I went to Shakespeare's school and English grammar was drummed into us.
I detest receiving a formal letter or e mail ending with "Kind Regards" when there is nothing kind about it.

@Mamapolo2016 That sounds good. Thank you.
Does it matter if the name of the recipient is mentioned or not?

@LookingForTheSummer If this is a cover letter for an application, then yes, I would. Google the organization you're applying to and see if the Dean of Admissions or the Admissions Officer is named on their staff page.

I would go with kind regards

Can "Kind Regards" be considered?

@LookingForTheSummer I think so. That's what I've always used when I construct formal letters.

P.S. -- If a bribe would help, I've got cash.

Sincerely

@ButterRobot Are you sure? Because I don't know the name or even the gender of the officer. I thought "faithfully" would be suitable, but I am not sure. 🤔

I don’t think it’s make or break which one you choose. But sincerely is appropriate @LookingForTheSummer

A formal letter - "Yours faithfully".
(Oh the number of times I've cursed Bill Gates' lot for trying to enforce strange date formats and "Yours Truly" on any letter, and superscript ordinals in any document, I write using MS 'Word' !)

Hail Satan is my go to.

@SW-User Unfortunately, that's not an option.
