If she’s confused by his behaviour, he doesn’t care, a man that cares won’t leave you feeling confused and will be consistent.

He clearly doesn’t care, she should move on.

It is possible he panicked and went with a vague reply, hoping she would leave him alone.
When that didn't work, he didn't respond.
If it bothers you, ask him to give her a clear no and have him delete her contact information.

If their split was years ago, why would she think he’s still available and interested? She’s delusional and he doesn’t want to set her off.
