This caught my eye as I was walking at the park. I had to investigate and became more curious as I approached. I could hear it flapping about but the wind was not going to budge it. My phone could zoom enough here to see they are sad deflated runaway balloons, but I can't figure out the images on them or what occasion they might be suitable for. The best part is how many people walked by without noticing, but as soon as I pointed my camera up there, each person after me stopped to look.
