Fear mongering is the easiest way to control people. Get them to fear a group of people, and they are yours to do your bidding, and you can take their money away from them more easily.
Look at the scare tactics about ISIS. Can you believe this ? A bunch of ragtag thugs thousands of miles away, and the Trumpers scare the devil out of you.
