Can one opt out of government covered tuition and pay their own way?

Or when you sign up does no office exist to process personal payment?

@Jackaloftheazuresand Here they only pay if you sign some papers and apply for aid. Not paying is the default position. You have to show that you own enough in your account to pay for a year or two depending on specialty in order to be accepted to begin with.

@Miram I think there are places where they don't have it classed as aid, where it's all covered so long as you are a citizen
