How to answer what are your expectations of an hourly wage on a Application?

Help I know works there make 13 but 10 is minimum wage how do I answer that?

I have taken job search classes recently. You can research what jobs pay based on job type, what business, years of experience, etc. You are not supposed to put "Open" or "Negotiable" or similar things. 13 might be a safe starting point.

$200/hr + expenses, cc, and company car but willing to negotiate.

I'd go higher than $13 (say $16) but negotiable, they may see your number as the starting point for negotiation. (Been there).

Could you write in that it's negotiable?

leave open or put a question mark there,

Answer with the going rate at that company, or in that industry.
It will show that you did some research.
If you ask for the minimum, I am sure many employers will be all to happy to pay you that.
