I Believe Whoever the artist was actually visited a creek with a shopping cart in the stream. There is a group here who cleans up the litter in parks and they find shopping carts in the streams if the park has a stream. They usually find several shopping carts during every cleanup just in this side of the city...4 or 5 of them.
