People say that, probably because they didn't inhale.
If you have experience smoking cigarettes, and you inhale, you'll get high your first time. However, since it is a new experience, you may not realise it at first.

@Eduardo210 It's more than just drawing the smoke in your mouth, you have to get it in your lungs to feel the effects. If you've never smoked before, its possible, you're not inhaling the smoke properly.
